Looking for a new home in las vegas - What is a good starting point on price?

Looking at Lennar project - the home lists for 230K, 3br,3ba,1700sq ft. The home has not been built yet - what do you think is a good price to offer - bec i dont want to take it for 230K - I am thinking 210ish?? What would you offer?
